The Office of the Ombudsman filed cases against Revilla for alleged violation of section 3(e) of Republic Act No. 3019, or the Anti-Graft and Corrupt Practices Act, and for malversation through the falsification of documents.

The cases involve a ₱92.8-million flood control project in Pandi, Bulacan, awarded on March 28, 2025. The Ombudsman alleged that ₱76 million was released for the project even though it was never implemented.
The Ombudsman said that despite the lack of actual construction, they have claimed and declared that the project was completed. Falsified accomplishment reports, fraudulent billing documents issued, and endorsed disbursement vouchers were also found.
They also moved for the immediate special raffle of the cases and the issuance of arrest warrants and hold-departure orders against the accused.
To recall, former DPWH Undersecretary Roberto Bernardo claimed that he delivered PHP 125 million to Revilla’s residence in 2024, and another PHP 250 million was delivered by one of his staff in 2025. These claims have become the basis of the Independent Commission for Infrastructure (ICI) to recommend the filing of criminal and administrative charges against Revilla and other individuals allegedly involved in kickback schemes.
However, Revilla denied any involvement in the kickback schemes.
