A motorcycle rider flagged for misusing the exclusive EDSA bus lane was caught with a tampered license plate.

Authorities from the

Department of Transportation’s Special Action and Intelligence Committee for Transportation (DOTr-SAICT)

conducted an operation at the EDSA Busway on Friday, February 6, tagging 36 motorists.

Reports said the operation included a motorcycle rider apprehended for driving in the bus lane, which is reserved for EDSA Carousel buses and other select vehicles.

The rider covered the letter “C” on the license plate with electrical tape to make it appear as “O,” apparently to avoid detection by CCTVs under the

No-Contact Apprehension Policy (NCAP)

During the apprehension, the DOTr-SAICT enforcer asked why the motorcycle’s OR/CR (Official Receipt/Certificate of Registration) did not match its license plate.

The rider had peeled the electrical tape covering part of the letter “C” on his plate to make it appear as “O.”

“Boy Scout si rider, alam niya sa sarili niya na frequent violator siya kaya pinaghandaan na niya agad kontra NCAP,” a

wrote.

“From a simple traffic violation to a criminal offense. A kamote move indeed,” a different

“Kamote” is a colloquial term used to refer to reckless drivers or traffic violators.

Last year, the

Metropolitan Manila Development Authority (MMDA)

warned

riders that covering, concealing or tampering with vehicle license plates to intentionally avoid the NCAP is illegal.

Under Republic Act 11235, or the Motorcycle Crime Prevention Act, deliberately concealing a readable license plate is punishable with imprisonment of six months and one day to two years, or a fine of up to P10,000.

In a similar case last year, a rider was summoned by the

Land Transportation Office (LTO

) for tampering with his license plate by covering a digit to evade the NCAP.

The NCAP is a system enforced by the MMDA on major roads in Metro Manila, in which traffic violators are recorded on CCTVs that capture their license plates.

Offenses covered under the policy include violating the number coding scheme, reckless driving, failure to signal properly, illegal turning, loading or unloading in prohibited areas, and disregarding traffic signs.

The policy aims to promote discipline among motorists and reduce cases of bribery and extortion involving traffic enforcers and drivers.
