against Vice President Sara Duterte has been filed before the House of Representatives. This recent filing has put the number of submitted complaints at three.
Members of the Philippine clergy filed the third impeachment complaint
, along with some members of the Integrated Bar of the Philippines, led by lawyer Armando Ligutan. They went to the office of House Secretary General Cheloy Garafil on Monday and filed the 98-page complaint. This was endorsed by Mamamayang Liberal Party-list Rep. Leila de Lima.
These are the grounds of this complaint:
Alleged culpable violation of the Constitution and betrayal of public trust, and other high crimes in amassing and converting the amount over PHP 500 million confidential funds (CF) allocated to the Office of the Vice President from 2022 to 2023
Alleged culpable violation of the Constitution and betrayal of public trust, and other high crimes in amassing and converting the amount of not less than PHP 112.5 million of confidential funds allocated to the Department of Education (DepEd) for the year 2023

To recall, Duterte was first impeached on February 5, 2025, after 215 of 306 House members filed and signed a complaint related to the allegations of misuse of CF.
