Senate President Pro Tempore Ping Lacson Speaks on Senate’s Flood Control Probe

– The Senate President Pro Tempore confirmed that the Senate panel will not recommend a flood control probe against former House Speaker Martin Romualdez.
Countless Filipinos were left disappointed and calling for accountability over the supposed multi-billion flood control corruption. Several members of the House of Representatives and officials of the Department of Public Works and Highways (DPWH) as well as some senators and former senators were tagged in the flood control scam.

The supposed multi-billion flood control corruption triggered the so-called “Trillion Peso March” that gathered thousands of Filipinos to the streets to call for accountability. A protest rally was held twice in 2025 amid the ongoing flood control investigation.
President Ferdinand “Bongbong” Marcos Jr. ordered the creation of an independent commission that will investigate the infrastructure projects of the government. The executive order led to the creation of the Independent Commission for Infrastructure or ICI.
Both the House of Representatives and the Senate have started their flood control investigation prior to the creation of the ICI. After the independent commission was formed, only the upper chamber pushed through with its investigation.
Recently, a copy of the supposed Senate Blue Ribbon Committee’s flood control report leaked. Amid the speculations, Senate President Pro Tempore Ping Lacson confirmed the said flood control report but clarified that it’s draft and partial.
Lacson also confirmed that the Senate panel may recommend flood control charges against senators Chiz Escudero, Jinggoy Estrada, and Joel Villanueva
. Amid the issues, Senate Pres. Tito Sotto claimed that he is against the removal of the names of their fellow senators in the flood control report.

Then, only four (4) senators have already signed the partial flood control report. A total of 15 signatures are needed to get the report to the plenary. Amid the ongoing flood control issues, Senate President Pro Tempore Ping Lacson revealed that they will not recommend a preliminary investigation on former House Speaker Martin Romualdez over the flood control accusations against him.
Romualdez stepped down from the position after he was accused of allegedly receiving kickback from the flood control deals. The presidential cousin and former House Speaker maintained that he is innocent from the allegations.

Recently, based on a report on PhilStar, Senate President Pro Tempore Ping Lacson revealed that the Senate panel is not recommending a preliminary investigation on former House Speaker Martin Romualdez over the flood control accusations against him. According to the Senator, the committee will recommend the pursuance of more evidence instead.
