LTFRB to Penalize TNVS Drivers Who Will Cancel Bookings Without Valid Reason
TNVS drivers who will cancel confirmed bookings without a valid reason are set to face penalties under new LTFRB rules.
On Thursday (December 12, 2025), the Land Transportation Franchising and Regulatory Board (LTFRB) released a new memorandum that will penalize Transport Network Vehicle Service (TNVS) drivers who cancel confirmed bookings without a valid reason.
The new rule aims to address the growing number of complaints from passengers who experience sudden cancellations, especially in heavily congested areas.
Under LTFRB Memorandum Circular 2025-055, canceling a booking on the driver’s end is now considered a violation under Refusal to Convey Passengers. It means that drivers can no longer freely cancel a trip just because it is inconvenient or less profitable.
The penalties under the new rule are clear and strict. The first offense carries a fine of P5,000. For the second offense, the fine increases to P10,000, and the vehicle will be impounded for 30 days.
For succeeding violations, the penalty becomes heavier with a P15,000 fine and the cancellation of the Certificate of Public Convenience, which can effectively stop the driver from operating.
The LTFRB emphasized that sudden cancellations greatly affect passengers who rely on TNVS for work, school, and daily activities. Losing time due to last-minute cancellations can cause delays, added expenses, and even missed opportunities.
The agency hopes to encourage drivers to be responsible and fair when accepting bookings. The memorandum reminds TNVS services exist to provide reliable transportation, and both passengers and drivers should benefit from a system built on respect and accountability.
