Relief for Riders: LTO Waives Registration Fee on Motorcycle Storage Add-Ons

The Land Transportation Office (LTO) has announced a policy change that will benefit motorcycle riders who use their vehicles for work and daily income. As part of its support for riders who rely on two-wheeled vehicles for livelihood, the agency will no longer collect the P100 registration fee for custom-made top boxes and saddle bags installed on motorcycles.

LTO chief Markus Lacanilao signed a memorandum officially removing the P100 fee that was previously required for every top box or saddle bag attached to a motorcycle. The LTO confirmed this development in a statement released on Monday.

“This will be a huge help for our riders who rely on their motorcycles for their livelihood, removing their additional expenses,”

Lacanilao said.

While the fee has been waived, the LTO clarified that registration remains mandatory for all motorcycles fitted with custom-made top boxes or saddle bags. According to Lacanilao, this requirement is part of the agency’s responsibility to ensure that vehicles carrying additional equipment are still safe to operate and compatible with the motorcycle’s engine capacity. The LTO emphasized that safety standards will continue to be strictly enforced despite the removal of the fee.

The decision to waive the P100 charge is aligned with the agency’s “7-Point Policy Agenda,” which focuses on eliminating unnecessary payments and easing the financial burden on the public. The policy aims to provide relief to motorcycle riders, particularly those who depend on their vehicles for delivery services and other income-generating activities, while maintaining road safety and vehicle compliance.

Under the new directive, the LTO will issue a certificate as proof of registration instead of the official receipt that was previously given to riders with custom-made top boxes and saddle bags. The agency said that the specific process for issuing these certificates will be determined by the LTO central office.

The agency also urged all regional directors, officials, and heads of inspection centers to fully implement the new policy. They were instructed to assist motorcycle owners during the registration process to ensure smooth transactions and prevent unnecessary delays.
