Henry Alcantara: PRC Revoked His Professional Engineer License

The PRC has revoked the license of Henry Alcantara.

The Professional Regulatory Commission revoked the professional license of former Department of Public Works and Highways (DPWH) engineer Henry Alcantara.

The involvement of former Department of Public Works and Highways (DPWH) engineer Henry Alcantara in the

flood control scandal

has prompted the Professional Regulatory Commission (PRC) to revoke his license as a professional engineer.

The PRC’s Professional Regulatory Board of Civil Engineering (PRB-CE) found Alcantara “guilty of gross unprofessional and unethical conduct.” This is after the DPWH found him administratively liable for the release of public funds for ghost infrastructure projects during his tenure as district engineer, officer-in-charge, and assistant regional director.

He willfully approved payments for ghost projects. This is a clear breach of the Code of Ethics for Civil Engineers and a betrayal of public trust. The PRC added that he can file a Motion for Reconsideration with PRB-CE within 15 days from receipt of the decision.

If denied, he may file a notice of appeal with the PRC within 15 days from receipt of the PRB-CE’s resolution.

Meanwhile, Alcantara is under the Witness Protection Program (WPP) along with former Bulacan DPWH engineers Brice Hernandez and Jaypee Mendoza, due to their involvement in the anomalous flood control projects.

He said that 25 to 30 percent of the budgets for the inserted projects were handed over as commitments to former DPWH Undersecretary Roberto Bernardo, who also admitted that the money was passed on to lawmakers and other public officials.

He has returned PHP 181 million to the government of the PHP 300 million that he is required to return.

As of the latest, the Department of Justice (DOJ) has not received any affidavit of recantation from Alcantara regarding his alleged involvement in the flood control anomalies.
