A horse being dragged by a car along Gingoog–Claveria–Villanueva road went viral and sparked public outrage.

In one video, the horse could be seen trying to run after the moving vehicle. In another, the animal was already lying on the road, clearly exhausted and having difficulty breathing after being dragged for some distance.

Animal welfare advocates were quick to remind the public that hurting or killing animals is strictly prohibited under Republic Act 8485, also known as the Animal Welfare Act of 1998. This law protects animals from abuse, neglect, and cruelty, and carries heavy penalties for violators.

The Philippine Animal Welfare Society strongly condemned the incident and appealed to witnesses to come forward and report what they saw to authorities. The group stressed the importance of identifying the driver involved so a proper case can be filed. They also offered assistance to ensure the law is enforced.
