the incident happened in front of St. Luke’s Medical Center along E. Rodriguez Sr. Avenue in Quezon City.
The dashcam footage shows the vehicle in motion when a white Toyota Fortuner suddenly appears in the opposite lane, counterflowing before passing by.
Shortly after, a white pickup truck appears alongside the dashcam vehicle and overtakes it.
Suddenly, the pickup screeches to a halt as it witnesses a motorcycle being struck. The Fortuner can be seen farther ahead.
Another pickup truck behind fails to brake in time, colliding with the first pickup and causing a secondary accident.
“Ang saklap. Tatlong risk takers ang kumpiramdong nag-commit ng unsafe acts at nagkita-kita sa isang location. Resulta — injury and multiple property damage,”

“Hindi sapat ang safety reminders, kailangan ng regulasyon mula sa mga mambabatas at mandatory road safety training na pangungunahan ng gobyerno,” he added.

Licenses suspended
According to the
Land Transportation Office (LTO)
, it was the counterflowing Fortuner that struck the motorcycle rider.
“Naging dahilan ito para mawalan ng balanse ang rider, bumagsak sa kalsada, at nagtamo ng mga pinsala sa katawan,” the government agency said in a statement on Monday.
“Makalipas lamang ang ilang segundo, nakita sa video ang mabilis na pagdating ng isang Ford Raptor na tila hinahabol ang Fortuner. Dahilan sa nakabagsak na motorsiklo at rider nito sa kalsada, agad na nagpreno ang Raptor kung saan sumalpok sa likod nito ang isa pang humahabol na Toyota Hilux,” the LTO added.
The agency said that LTO Chief Assistant Secretary

has ordered a 90-day preventive suspension of the driver’s licenses of those behind the Fortuner, Ford Raptor and Toyota Hilux.
The LTO added that it may also revoke their licenses for being an “Improper Person to Operate a Motor Vehicle” and for “Reckless Driving,” both violations under the Land Transportation and Traffic Code.
Additionally, the Fortuner driver will face sanctions for “Driving Against Traffic” due to counterflowing.
The LTO also placed the Fortuner, Raptor, and Hilux under “Alarm,” which prohibits any transactions involving the vehicles until the investigation is complete.
Lacanilao reminded motorists that those who engage in counterflowing, reckless driving, and other dangerous behaviors not only violate traffic laws but also put other people’s lives at risk.
