Statement of Malacañang on Dizon’s Request to Bicam for Budget Restoration
Malacañang broke its silence on the request of Department of Public Works and Highways (DPWH) chief Vince Dizon to restore P45 billion of its cut budget for 2026.
The Bicameral Conference Committee has started discussing the 2026 national budget. During the bicam,
DPWH Chief Vince Dizon asked for a portion of the budget cut from the agency’s initial proposed fund to be restored
. It earned different reactions from some senators.

The DPWH’s proposed fund for 2026 was previously cut by P255 billion after the sweeping review that was conducted upon the order of President Bongbong Marcos amid the flood control mess. Malacañang stressed that the President wants to ensure that the budget will go to projects that would benefit the people.
After the review, DPWH chief Vince Dizon even told the lawmakers to just reallocate the spliced budget to other sectors. However, recently, during the bicam, he asked the members of the committee to restore P45 billion.
Senator Pia Cayetano called the request of Dizon as allegedly a “change of script”. Senator
Imee Marcos slammed Dizon for asking additional budget while claiming that she does not trust the district engineers
in the agency.
“At kung tunay na wala kayong tiwala sa sino mang district engineer, hindi po ako abogado ng Public Works. Dapat tanggalin na lang ninyo lahat kasi pinapadagdagan mo ‘yung budget tapos yung mga mag-i-implement, wala kang tiwala, ano naman kami?”

DPWH chief Vince Dizon claimed that they are doing the best they can given the situation now. He also said they cannot stop working.
“Hindi kita pinahihinto sa trabaho. Pinamamadali nga namin. Ikaw ang humihinto sa trabaho namin dito sa Bicam at papalit-palit ka ng sinasabi. Yun ang problema,”
the Senator added.

Atty. Claire Castro confirmed that Pres. Bongbong Marcos is aware of it. Based on the

, Malacañang reiterated the reason behind the request of DPWH chief Vince Dizon.
”So ang hiling po ay hindi po matutupad o maiimplement, ‘yung halos 10,000 projects kapag binawasan pa po nila ‘yung budget na hinihiling ng DPWH,”
