Malacañang Confirms Nicolas Torre as New MMDA Head

Ex-PNP Chief Nicolas Torre Takes Over MMDA After Controversial Exit

NICOLAS TORRE – Ex-PNP chief Nicolas Torre III has been given a new government role, taking the helm of the MMDA amid Metro Manila’s ongoing traffic and urban challenges.

Former Philippine National Police chief Nicolas Torre III has been named the new general manager of the Metropolitan Manila Development Authority (MMDA) by President Ferdinand “Bongbong” Marcos Jr.

Malacañang confirmed the appointment through Palace Press Officer Claire Castro, noting that Torre has been entrusted with one of the government’s most critical agencies overseeing Metro Manila. He will assume the post vacated by retired Police Colonel Procopio Lipana, who was appointed to the position by President Marcos in November 2022.

In his new role, Torre is set to oversee key areas such as traffic regulation, flood mitigation, urban planning, and public safety initiatives throughout the National Capital Region. The MMDA plays a central role in addressing Metro Manila’s persistent issues, including traffic congestion, disaster readiness, and coordination among local government units.

After stepping down, Torre is expected to formally relinquish the rank of four-star general to Acting PNP Chief Jose Melencio Nartatez, signalling the official conclusion of his service within the police force. Although his term as PNP chief was brief, Torre remained a visible public figure, known for his candid statements and direct approach to leadership.

, Nicolas Torre addressed public calls encouraging him to seek the vice presidency. He responded lightheartedly, expressing doubt about pursuing the position due to his short tenure as PNP chief.

“Parang di ko kakayanin dahil pag-chief PNP nga lang, 85 days nga lang ako, tanggal agad. Baka naman pag nag-VP ako, ma-impeach kaagad ako,”

the former PNP Chief said.

Now leading the MMDA, Torre faces a new set of responsibilities beyond law enforcement. His appointment reflects the administration’s continued confidence in former police officials to head major government agencies, as Metro Manila residents closely observe how he will manage the authority in the coming months.
